Will attend a classified briefing on the nation’s air defenses at the North American Air Defense Command facility in Colorado Springs, Colo., on Friday. Deukmejian will attend in his capacity as commander in chief of the California National Guard.

Assembly Floor Action:

Alcohol in Candy: Approved and sent to the Senate on a 57-18 vote a bill (AB 503) by Assemblyman Larry Stirling (R-San Diego) to raise the limit of alcohol that can be added to candy from 0.5% to 2%.

Boxing: Approved and sent to the Senate on a 68-3 vote a bill (AB 240) by Assemblyman Art Agnos (D-San Francisco) to require professional boxers to pass regular neurological examinations in order to be licensed to fight in California.

Committee Action:

Rent Control: The Assembly Housing Committee approved a bill (AB 483) by Assemblyman Jim Costa (D-Fresno) to set up statewide guidelines for rent control and weaken some existing local ordinances. A 6-3 vote sent the bill to the Assembly floor.

Drunk Driving: The Assembly Public Safety Committee approved a bill (AB 331) by Assemblyman Richard Katz (D-Sepulveda) to require a minimum of 48 hours in jail for a motorist convicted of drunk driving and who refused to take a chemical sobriety test. A 5-0 vote sent the bill to the Ways and Means Committee.

Senate Committee Action:

Financial Planners: The Senate Business and Professions Committee approved a bill (SB 315) by Sen. Joseph B. Montoya (D-Whittier) that would require state regulation of most financial planners. A 7-1 vote sent the bill to the Appropriations Committee.

AIDS: The Senate Health Committee approved a bill (SB 678) by Senate President Pro Tem David A. Roberti (D-Los Angeles) to extend the life of the state advisory commission on acquired immune deficiency syndrome (AIDS) from 1986 to 1990. A 5-0 vote sent the bill to the Appropriations Committee.
