The Defense Department released a study concluding that the Reagan Administration’s emphasis on export controls is successfully denying the Soviet Union access to technology worth billions of dollars. The study focuses on 79 different items for which export licenses were denied over the last two years by the United States, Japan and European allies. If those licenses had been granted, “the Soviet military could have saved between $6.6 billion and $13.3 billion between 1985 and 1997 in defense costs,” the study said.
