San Juan Capistrano : Funds for New City Hall in Five-Year Budget Plan

A new city hall, to be built sometime in 1986 or 1987, and renovations to a waste treatment plant in Dana Point are among items in the city’s projected five-year budget, unanimously approved this week by the City Council.
According to Bob Boone, director of administrative services, San Juan Capistrano’s 1985-86 budget will total $11.9 million, 4.4% more than the budget for the current fiscal year.
By 1987-88, spending will top $16.9 million, $3 million to $4 million of which will go toward building the new city hall. About $2 million is the city’s share of improvements at the South East Regional Reclamation Authority treatment plant in Dana Point, which serves the surrounding area.
By 1988-89, the budget will decline to $11 million; it will rise slightly, to $12.3 million, in 1989-90, Boone said.
Revenues are expected to balance the budgets until 1987-88, when deficits are expected to result from increased costs for fire protection. One solution to the expected deficits might be to charge fees for use of basic emergency services, such as paramedics, he said.
