Shultz to Address OAS

WASHINGTON — Secretary of State George P. Shultz will address the annual meeting of Organization of American States’ foreign ministers in Cartagena, Colombia, on Dec. 2, the State Department announced Monday. Shultz also will confer informally with his Latin American colleagues, including the representatives of a group of nations attempting to mediate peace in Central America.
