About 250 people in Philadelphia, left homeless in the wake of the fiery May 13 battle with the radical group MOVE will not be placed in new homes by Christmas because the city’s rebuilding plan was “too ambitious,” a lawyer said. The day after police dropped a bomb onto the MOVE house from a helicopter, touching off a massive blaze that killed 11 persons and destroyed 61 houses, Mayor W. Wilson Goode promised residents they would be “back in a home, a quality home, by Christmas time.” The work “was too ambitious,” said Anthony Jackson, a lawyer for displaced residents.
