Capital Council Bans Use of Phosphate Detergents

WASHINGTON — The City Council banned the use and sale of phosphate detergents in the nation’s capital Tuesday, joining Maryland in an effort to clean up Chesapeake Bay and the Potomac and Anacostia rivers.
