A nuclear test ban could make a “significant contribution” to reducing the “increasingly difficult and urgent” problem of the spread of atomic weapons to more countries, a study by U.S. and European arms experts concluded. The study by the U.S.-based Council on Foreign Relations and the Centre for European Policy Studies also said there is a “clear and present” risk that additional nations, chiefly Pakistan, will acquire nuclear weapons. It called for “sensible . . . action, but not for doomsday panic.”
