The U.S. computer industry won a victory.

The Commerce Department said it has determined that Japanese manufacturers have been dumping computer memory chips in the United States at below production costs. The department said it was upholding an earlier preliminary decision that Japanese imports of the computer chips were violating U.S. trade laws. The decision upholds the imposition of tariffs for importing the chips, known as 64-kilobit dynamic random access memory components. However, the tariffs are lower than in the preliminary decision and will not become final for 45 days.
