David C. Bicking and John R. Schwartz were named vice presidents and corporate banking officers at Western Security Bank in Toluca Lake. Bicking, 40, had been a vice president for Valley State Bank and managed its Woodland Hills office. Schwartz, 48, was most recently a loan officer for Bank Hapoalim in Encino.
