China, Laos Plan Talks

PEKING — China plans to send an envoy to Laos late in December to discuss the normalization of ties between the two countries, Indochinese diplomats said Friday. The sources said the Laotian government had invited the Chinese to make the visit for what they described as the highest level talks between the two sides since 1977.
