Fleetwood Enterprises agreed to settle charges.

The nation’s largest mobile-home maker agreed to a $440,000 civil penalty and a $60,000 criminal fine as part of a settlement of government charges of invoice padding, according to the Veterans Administration. Riverside-based Fleetwood also was suspended from VA mobile-home loan-guarantee programs for four months, through April 13, 1987. Two Fleetwood units pleaded guilty to six counts of invoice padding, the Justice Department said.
