Haiti’s president, Lt. Gen. Henri Namphy, named Luc D. Hector to fill the vacancy on the National Governing Council left by the death of Jacques A. Francois. Hector, 69, became head of the Supreme Court before dictator Jean-Claude Duvalier fled the country in 1986. Although Francois had been regarded as the token civilian on the three-member ruling body with Namphy and Gen. Williams Regala, Hector said that he expects to have an active role in the decision-making.
