WASHINGTON — President Reagan has nominated Air Force Maj. Gen. Michael P. C. Carns for assignment as deputy commander-in-chief of the U.S. Pacific Command in Hawaii, the Pentagon said Thursday. Carns, 49, now commands the 13th Air Force. He would replace Army Lt. Gen. William H. Snyder, who has held the Pacific Command post for the last three years.
