Money spent on House and Senate campaigns more than doubled--to $450 million--between 1978 and 1986, according to Federal Election Commission figures, which also showed that political action committees donated $132.2 million, or 28% of the total. The biggest spender in Senate races was ex-Rep. Ed Zschau of California, who went through $11.78 million in his unsuccessful challenge to Sen. Alan Cranston (D-Calif.), who spent $11 million. On the House side, GOP presidential hopeful Rep. Jack Kemp (R-N.Y.) spent $2.6 million, and freshman Joseph Kennedy (D-Mass.) spent $1.8 million.
