The Portland, Ore., City Council has agreed to allow an outdoor rock concert by David Bowie, despite a city noise officer’s warning that the performance could cause temporary hearing loss. While the concert date is still tentative, Pacificoncerts Inc. of Los Angeles confirmed it is negotiating to bring Bowie to Portland’s Civic Stadium on Aug. 14. Noise control officer Paul Herman told the council last week that the concert “will cause harm. It will also bring pleasure, but it will cause harm.” In addition to temporarily damaging hearing, Herman said noise from the concert would increase area residents’ blood pressure.
