Interpol agents arrested a Spaniard in Mexico who is accused of poisoning 25,000 people and killing almost 600 in Valencia, Spain, with toxic industrial oil sold as cooking oil in 1981, the international police organization said. Francisco Tarriaga Rivez, 42, was detained as he left his home in Tlaxcala, 65 miles northeast of Mexico City. Agents identified Rivez as one of the owners of the factory in Valencia that manufactured the toxic oil. Interpol said he had been living incognito with friends since slipping into Mexico.
