The nation’s largest political action committees, representing the views of business, labor, agriculture and other special interests, gave at least 80% of their campaign donations to incumbent officeholders in 1985-86, a private study reported. The study by Common Cause said the 104 largest PACs, those donating $100,000 or more to congressional candidates, were among 1,426 committees--or one-third of the total 4,157 registered PACs--giving at least 80% of their contributions to incumbents seeking reelection last November.
