The Senate unanimously ratified an international treaty to ban dumping of waste and garbage from ships within 25 miles of shore. The treaty, approved 93-0, would also ban all dumping of plastics from ships to help end pollution of the world’s seas and beaches. “We’ve created an international garbage pit, floating on the seas of the world,” said Sen. John H. Chafee (R-R.I.), a former secretary of the Navy. The treaty has been ratified by 28 other nations, including the Soviet Union.
