In a formal complaint, the party of losing opposition candidate Kim Dae Jung charged South Korean government and police officials with illegally moving absentee ballot boxes and committing acts of violence against protesters during presidential elections on Dec. 16. By filing charges with the district prosecutor’s office in Seoul, the Party for Peace and Democracy was forcing an official investigation of the rumors of tampering with ballots and intimidation of voters that followed the victory of the ruling party’s candidate, Roh Tae Woo. The opposition party demanded punishment for those who committed “acts of cruelty” against people protesting election fraud.
