Revamp FAA, Pilot Leader Asks

ATLANTA — The president of the Air Line Pilots Assn. called for major changes in the organization of the Federal Aviation Administration today, including the removal of the FAA from the jurisdiction of the Department of Transportation.
“ALPA feels it’s imperative that the FAA be removed from the Department of Transportation and become a separate agency,” Henry A. Duffy told a fledgling union representing nearly 5,000 air traffic controllers. “FAA under DOT has failed because it depends on the personal relationship between the DOT secretary and (the) FAA administrator. We recommend giving DOT responsibility for promoting aviation and the FAA responsibility for air safety.”
