A proposed change in federal regulations would hold farmers and others in the marketing chain financially accountable for livestock carcasses condemned at slaughter plants because of illegally high traces of drugs, the Agriculture Department said. The proposal is intended to deter the sale of medicated animals for slaughter and shift economic responsibility for illegal drug residues from the meat packer to those who cause the violation.
