‘Don’t Give Up on Drug Users’

Is the expression “war on drugs” meaningful? If so, it appears to me that there should be an offensive or defensive strategy.
In the offensive strategy lives are rehabilitated and an effort is made to save as many as possible. The defensive strategy destroys lives and the jails are filled instead.
Why blame dealers and pushers? They are only filling an illegal demand. If it wasn’t bought, it wouldn’t be sold. The sale of drugs reflects the morality within society. The answer to this problem is not in force, but in wisdom.
