Collision damage waivers--extra charges made by rental car firms for absorbing the cost of any accidents by their customers--would be banned under model legislation approved by state insurance regulators. The regulators, members of the National Assn. of Insurance Commissioners, which endorsed the proposal, urged state legislatures to adopt it as law. Under the model law, as already reported, rental companies and not their customers would be liable for damages and the expense would be treated as a routine cost of doing business. The intent is to end abusive practices and misleading advertising on the cost of rentals by the companies, whose charges for the waivers are now unregulated.
