An unemployed 23-year-old man allegedly set fires that destroyed the new offices of the state Division of Recycling in Sacramento, officials reported. The suspect in the arson fires, Alfredo Alfaro, was discovered by firefighters in the burning office building. Alfaro was carried out screaming and treated for smoke inhalation before being arrested on suspicion of arson, burglary and malicious mischief. He was held at the Sacramento County Jail with bail set at $3,000. Leon Vann, chief of the recycling office, said office workers did not know who Alfaro was or what his possible motives were.
