Liberals and Conservatives

Conrad says Michael Dukakis is a liberal. Then goes on to give us the dictionary definition of liberal. I’m particularly interested in the part that says “giving freely and generous.”
What I’d like to know is, whose money is Dukakis going to give freely and be generous with, his or mine?
