An international conference concluded that the warming of the Earth from the “greenhouse effect” is a crisis requiring massive scientific and political coordination to stem the burning of fossil fuels and halve the emissions of carbon dioxide by the year 2030. Representatives from 35 nations attended the Global Greenhouse Network First International Conference in Washington.
