West German Loses Suit--He Wore No Belt

HAMM, West Germany — A man paralyzed from the waist down when his parked car was rammed by another vehicle has lost a lawsuit because he was not wearing a seat belt when he was injured.
“The ruling was a one-time decision due to the insurance policy clause which mandates wearing a seat belt even if the car is parked and the motor off. It does not apply to the overall seat belt law,” Hamm court spokesman Karl-Heinz Heugemann said Tuesday. He declined to identify the victim.
West German law requires all passengers in private cars to wear seat belts when the motor is running.
