Reagan Names Budget Director

WASHINGTON — President Reagan announced today that he is giving Joseph Wright Jr. a recess appointment to succeed James C. Miller III as director of the Office of Management and Budget.
Wright has been acting director since Miller’s resignation Oct. 15 to join the Citizens for a Sound Economy, a Washington-based research organization. The recess appointment gives Wright the position of director without the need of his being confirmed by the Senate. Congress has adjourned until January, when Reagan’s term will end.
