Surgeon Claims Lotto Jackpot

A San Fernando Valley surgeon has stepped forward to claim a $15.7-million Lotto jackpot he won Nov. 9, California State Lottery officials said today. Dr. Jorge V. Ragde waited until Monday to turn in the winning ticket that will bring him 20 annual after-tax checks of $629,600.
Ragde, 59, declined to be interviewed. According to state medical licensing records, he was educated in the Philippines and has been licensed to practice in California since 1961. He has staff privileges at Holy Cross Medical Center and Granada Hills Hospital and a private practice at Indian Hills Medical Center in Mission Hills.
