Communications ministers from 22 European countries agreed in principle Thursday to a draft convention which would allow television and cable stations to beam programs across national frontiers, thanks primarily to a recent boom in satellite TV capabilities in Europe. The next task for the ministers, who met in Stockholm will be creating a set of minimum European standards for the industry, including the frequency of commercial messages, the amount of allowable sex and violence, station assignments and other matters.
