A Tulare County welfare worker and an Orosi woman have been accused of embezzling more than $70,000 worth of welfare checks in the last two years. Rosemarie Carrisalez, 33, a Tulare County welfare eligibility worker, and Helen Ramirez were arraigned in the Visalia Municipal Court. Court records allege Carrisalez opened dummy welfare cases, and had checks sent to several addresses. She and Ramirez allegedly cashed the checks.
