President Bush says reforms being implemented in the Soviet Union and Eastern Europe have the potential to foster more world “security and stability.” Writing in a special 40th anniversary issue of NATO Review, the alliance’s monthly magazine, Bush specifically mentioned East Bloc moves on human rights as promising. He added that “we can also enhance stability by moving to lower levels of armaments in Europe.”
