A proposal to have the federal government build a plant near the border to treat Mexican sewage was endorsed Monday by the San Diego City Council.
The proposal for a $192-million facility that could handle 100 million gallons a day of Tijuana sewage, give it secondary treatment, and dump the effluent in the Pacific Ocean is being pushed by the International Boundary and Water Commission.
