A PLOT? Santa Ana City Councilman John Acosta is asking that the city fumigate its council chambers. . . . Acosta found two dead roaches, one in his wastebasket and the other in Richards L. Norton’s. None was found in the other council members’ baskets. Norton is Acosta’s ally in many of the council votes. Could it be that the roaches have something against the pair? Nah, Acosta says, “the council chambers are just bugged.”
