UPWARD MOBILITY: Insiders say Bryan (Whitey) Littlefield of Seal Beach will be named chairman of the California Arts Council this week. A former Golden Gloves boxer and current beer distributor, Littlefield was the “token Democrat” appointee of his Republican friend, former Gov. George Deukmejian, to the state arts agency five years ago. . . . Littlefield, 58, lived in Long Beach until 18 months ago and still does business there. He’s a former Long Beach Symphony board member but not involved with the arts in Orange County.
