Seat Belts and Buses

Years ago we enacted seat belt and child-restraint laws. Why, oh why, have we not imposed these laws on school buses and other forms of public transportation?
Maybe now that a local bus full of schoolchildren has flipped over, the reality will set in and we’ll wise up.
