Downey : Early Retirement to Allow Shuffle of Engineering Jobs

The Downey City Council has voted to pay Public Works Director William A. Ralph about $42,000 in incentives to retire June 30. The city plans to shuffle positions in its Public Works Department and eliminate one job to save $114,134 a year, Assistant City Manager Lee Powell said.
Ralph, who will be 54 Saturday, has been a city employee since 1958. He earns a monthly salary of $7,206. But under the retirement agreement, he will earn $17,801 a month for the next four months.
The increase will allow Ralph to draw a higher pension of $65,000 a year, Powell said. Pensions are based on the salary an employee earns during his last year.
After Ralph’s retirement, City Engineer R.C. Redmayne will serve as the city’s acting public works director. Office Engineer Robert Brace will become the city’s acting city engineer, and the office engineer position will be eliminated.
