LAID UP: Noticeably missing from radio, television and the halls of Congress for the last week has been Robert K. Dornan. The Garden Grove Republican, 58, had hip replacement surgery at an Inglewood hospital April 1. He’s now home and due back in Washington next week. . . . Dornan spokesman Paul Morrell says the congressman is doing fine and “deliberately didn’t publicize” the operation so it wouldn’t look as though he was trying to “milk (it) for sympathy.”
