Bush on School Choice

In response to “Bush Visits St. Paul School to Highlight Education Goals” (May 23):
President Bush’s remarks concerning “educational choice” and his congressional proposal show a woeful lack of knowledge. If he had bothered to reason his way through the “choice” and “voucher” cures for education, he would already know that they have been tried in higher education and have failed.
The loans and grants given to students at that level are in fact vouchers that allow choice. The end result has been that various institutes of higher education have reduced their entrance requirements in order to compete for available students--thus maximizing their individual revenues.
What makes Bush feel that things will be different at other levels of the educational system?
