LOS ANGELES : Moratorium on Waiving Traffic-Control Fees Urged

City Councilwoman Ruth Galanter, citing a possible $500-million budget shortfall and cutbacks in vital services, Friday proposed a one-year moratorium on the city’s practice of waiving fees for street closures and traffic control measures for special events.
The moratorium would go into effect July 1 if approved by the full council. The measure now goes to a committee for consideration. A moratorium would affect organizations as small as block clubs and as large as major sports teams.
Earlier this week, Galanter led an unsuccessful effort to force the Grammy Awards show to pay nearly $25,000 in fees for a pre-awards party at a downtown hotel and for the show itself at the Shrine Auditorium.
