* Martha Washburn has been appointed director of client services at the Orange County office of HR Only, an employment agency for on-call work. She was formerly manager of compensation and employment for the Orange County Transportation Authority. Washburn has also served as divisional manager of human resources for NEC America in Dallas and manager of employee relations for Xerox Corp. in El Segundo.
