PUC Allows Unocal-Edison Rate Deal: Southern California Edison Co. won state Public Utilities Commission approval to sell cut-rate power to a Unocal Corp. refinery in Los Angeles. Unocal will receive cheaper power for 15 years in exchange for agreeing not to leave the Edison system. Unocal had planned to build its own 42-megawatt power plant at its Carson refinery. The new plan is expected to save the oil company $72 million, according to the commission’s Division of Ratepayer Advocates. Unocal will pay $44 million toward Edison’s fixed costs, which would otherwise have been charged to other customers.
