WASHINGTON — Assistant Treasury Secretary Jeffrey Shafer is being promoted to undersecretary for international affairs in the department. President Clinton nominated Shafer to replace Lawrence Summers, who has moved up to the No. 2 job of deputy secretary at the agency.
