San Gabriel Valley : Top Pasadena Official Gets 2-Year Contract

The Pasadena City Council ended months of speculation about the fate of City Manager Philip A. Hawkey this week with a vote of confidence: a new contract through October, 1997.
Hawkey, who in his five-year tenure has gotten both accolades and intense criticism from the council, had a month left on a contract signed last year.
Mayor William Paparian announced the decision on Hawkey’s future at Monday’s council meeting, after a vote behind closed doors.
“The City Council agreed . . . that Philip Hawkey is a talented and respected executive who will continue to show strong leadership in all areas that affect this community,” Paparian said Tuesday.
The council also decided to give Hawkey written performance reviews four times a year. Hawkey will continue to earn $132,672 a year.
The vote was not unanimous, however.
“We are basically paying for mediocre,” said Councilman Chris Holden, who said he voted against Hawkey. “Two years is a long time. . . .”
