Federal Offices Expected to Open Today

WASHINGTON — The federal government, closed for two days by a blizzard, will reopen today in a city still struggling with fresh snow, jammed subways and unplowed streets. The Office of Personnel Management announced that offices would be open but said federal workers would be given “unscheduled leave” if lingering storm conditions prevent them from getting to work.
