WASHINGTON — President Clinton has declared parts of Illinois and Arkansas disaster areas after recent severe storms, making several counties eligible for federal disaster relief, the White House said Tuesday. The areas affected include Crawford and Sebastian counties in Arkansas and Champaign and Macon in Illinois.
