Council to Consider Question of Service

The City Council tonight is scheduled to consider whether it is appropriate for council or city staff members to serve as directors of community organizations.

According to a report by City Manager George Scarborough, when city officials serve on the boards of community organizations, questions can be raised regarding conflict of interest.

The report said it is not a conflict of interest for staff members to serve organizations that receive city funding.

However, if a council member were to represent the city as the member of the community board, meetings would have to be publicized in advance and open to the public in accordance with the Brown Act.

At present, two Community Services Department staff members hold seats on the Capistrano Valley Boys and Girls Club board.

In past years, city staff members have served on other community organizations’ boards, including the San Juan Community Task Force, the San Juan Chamber of Commerce and the San Juan Capistrano Historical Society.
