Others May Boycott Council’s Swearing-In

Secretary of State Madeleine Albright’s decision to boycott a ceremony for Hong Kong’s unelected legislature threatens to cast a shadow over its swearing-in. Outgoing Hong Kong Gov. Chris Patten has suggested that others might follow her lead. China reacted coolly to the State Department announcement that Albright will not attend the swearing-in of the Beijing-appointed replacement legislature when China takes control of Hong Kong from Britain at the end of the month. China plans to swear in its appointed provisional body 90 minutes after the change of flags and in the same buildings where Albright and 40 other foreign ministers will be assembled for the hand-over.
