County to Pay $25,000 to Slain Deputy’s Mother

Orange County officials have agreed to pay $25,000 to the mother of Sheriff’s Deputy Darryn Leroy Robins, who was accidentally shot to death by his partner in 1993.
The settlement, which was confirmed by the county counsel’s office, was approved recently in U.S. Bankruptcy Court.
Mildred Fisher, Robins’ mother, had sued the county for more than $100,000. The lawsuit and subsequent settlement became mired in court after the county declared bankruptcy in December 1994.
Robins’ widow, Rosemary, has a wrongful-death lawsuit pending. She alleges that her husband’s civil rights were violated in the shooting.
According to a sheriff’s report of the incident, Robins was accidentally shot on Christmas Day by his partner, Brian P. Scanlan, during an impromptu training exercise behind a Lake Forest movie theater.
Scanlan, who is now a private investigator in Arizona, was cleared by a grand jury of manslaughter charges. A federal investigation also cleared him of charges that he violated Robins’ civil rights.
