San Clemente Budgets $50,000 to Review Operations

SAN CLEMENTE — The City Council agreed last week to spend $50,000 to study all city operations and evaluate staff workload, productivity, efficiency and cost effectiveness of programs.
A similar study was conducted in 1991. The new study is expected to be completed May 19.
The study was recommended a year ago after California voters approved Proposition 218 and failed to approve a proposed 2.5% utility tax known as Measure A.
The city has since made drastic cuts, including eliminating 55% of its staff and cutting sports programs.
A financial report says Proposition 218 imposed a $1.9-million strain on the city’s general fund because it eliminated a lighting and landscape assessment district. Also, the proposed utility tax would have generated about $1 million in revenue.
But the report shows increased sales and property tax revenues, combined with a strong economy, have stabilized the city’s financial position.
